drag & drop tabs question

Has the tab drag & drop behavior changed in the last couple of releases?
in 2008.06b when I drag/drop a tab it switches position with the tab it is dropped on... it seems that in previous versions the dropped tab was placed in front or behind the tab it was dropped onto (which I prefer)
