The "Change Case" option is missing in Version 2008.06c menu.
It's still accessible via keyboard shortcut but does not appear in the menu as in older versions.

Also a suggestion: an option to change case to "All First Upper", like seen on some taggers out there, would be nice

Try "Mixed" option.
