Creating a folder forces move to bottom of list

Using XP Pro SP2. v392 of FC.
New feature in v392 was retain folder position in list.
It works pretty well, but I think there is a bug when actually creating a folder.
When you create a new folder, it forces that entry to the bottom of the file list in the pane, even if that folder would be directly under or over an existing folder in the middle of the file list pane.
For example, in the middle of the pane on the right, I might have these folders already existing:
Tool 1992 - Undertow
Tool 1996 - Ænima
I have say 20 folders underneath that 1996 folder, which is in the middle of the file pane.
I press F7 and enter "Tool 2001 - Lateralus"
Instead of simply placing that folder directly underneath the 1996 one and bumping the rest of the file list down one space, it puts that new folder at the very bottom of the file list pane.
I had thought with the program now tracking position in the file list, that this scenario would also be covered under that feature, but I don't think it is working properly.
I hope this makes sense and will be an easy fix.
