Some files don't show or match Explorer views

It is a bug or a feature or have I missed something:

When I view the following folder:
C:\Documents and Settings\<username>\Local Settings\Temporary Internet Files

There are no files shown other than
Desktop.ini
Content.IE5
Content.MSO

In Explorer this folder is full of files, cookies etc.

Similarly
C:\Documents and Settings\<username>\Local Settings\History
shows:

desktop.ini
History.IE5

In Explorer neither of the above are shown but I'll see:

4 Weeks ago
3 Weeks ago ... etc.

I've not checked what else has the same problem but I'm presuming that there's a problem with these folders perhaps because they are virtual folders and explorer is keeping the actual files elsewhere?

Is there a way to get this information to show up in filecommander or alternatively a list produced of folders that one must revert to explorer. I'd like to be able to trust what filecommander is showing me but this doesn't help.

You could use the flat view -- Ctrl+B

That IE cache is almost as weird as the Recycle Bin. Once recently I found it, or a duplicate, hiding somewhere else. I start to wonder whether I'm hallucinating or Windoze is.
