"Control Panel" toolbutton problem in Vista

When using FC on Vista Home Premium 64-bit, the Control Panel drop-down list only shows "Text To Speech".
I don't have any way to test if this is caused by incompatiblity with Vista or if it is problem with 64-bit system.
The Control Panel drop-down works correctly for me on XP-Pro 32-bit.
(meanwhile, I'm using a little utility called XPSyspad from Xtort.net to give me quick access to the contol panel items and other system admin tools. It's working ok on Vista even though it was written for XP.)
