Wish: Favorite Tools, Favorite Folders shortcuts

Wish: Allow the user to configure keyboard shortcuts for [Favorite Folders 1-0] and [Favorite Tools 1-0]. In each case, setting the "accelerator keys" would apply to the entire range 1-0. Reason: I use Favorite Folders many times a day, but never use Favorite Tools, so it would be easier to assign <Ctrl + 1-0> to Favorite Folders instead of the current default of Favorite Tools.
