R517 - Customize Toolbars Hangs

1. Select from the menu Extra/Customize Toolbars
2. Select any of the toolbars (Address, Splitter, Standard).
3. Add item(s) from the right pane of the dialog to the toolbar.
4. The error dialog for bug handling appears. Changes cannot be saved.
OS is Windows XP Service Pack 3.
