Error Message: Access is Denied

If I try to create a new subfolder in a protected area (in the Program Files folder for example) I get the error 'Access is denied' but if I create the folder in another folder and then drag and drop it into the same protected folder then I get the need admin permission window and prompt and I am able to to create the subfolder. If I use Windows Explorer instead of FC to create the subfolder in the same protected folder I get the need admin permission window and prompt.
I searched past threads and saw that other users had the same problem but they were all releated to Windows 7 and I'm using Vista SP2 with FC V.2009.02b.
If I run FC as an Administrator then I don't get the error so it's related to the UAC.
Why don't I get the need permission window and prompt like I do with Windows Explorer instead of access denied? Is there a way to eliminate the access denied error in FC?
