to reproduce re-size one panel.

I don't think this is a bug.
The quick filter box's hight is the same as the status bar's, so they change together.

the quick filter text box used to keep the same size in v2009.
there is not much sense to adapt its size to the status bar, as QF does not support multiple lines anyway.

Simply deactivate "Wrappable" option.

from my point of view a better solution would be to keep the QF at the same height and "wrap" the status bar text around it:
