Active panel changes when toggle Dual/Single panel view

When toggling between Dual Panel and Single Panel views, the active panel jumps from left to right to left. Example:
1. Dual panel, with active panel = left
2. Single panel view, former left panel is in view
3. Dual panel view, with active panel = right
4. Single panel view, former right panel is in view
... repeat cycle from the top
I think the expected behavior is for the toggle to go back and forth between steps 1 and 2 only. The active panel should not change unless the user changes it independently of the Dual/Single toggle. (FC XE 581, Win 7/64.)
