Hi everybody,
my system is Win 7 64 bit Home edition SP1.

I have this problem with FCXE:

Suppose that I open some new Folder tabs in left pane and right pane (by CTRL+T or by "View-> New Folder Tab), i.e. folder tabs A,B,C (from left to right) in left pane and X,K,Y in right pane (from left to right).

When I shut down the program and restart it, the Folder tabs are lost.

Only the latest remain: Folder tab C in left pane and folder tab Y in right pane.

Settings > View > Folder Tabs > Tab Management page

You probably already have enabled
[x] Always keep one tab open

Now you need to clear (uncheck)
[ ] Close all not locked tabs when the program ends

Thank you Scott_Y, indeed it's not a bug: I made the settings you suggested and now it works good
