Switch to Tab if Already Open and Remembering Navigation

If I click a folder from a locked tab a new tab gets created, so if the Program Files folder is clicked from different locked tabs there will be more than one Program Files tab open.
Also, if I navigate to a subfolder in a locked tab, I want the selection to be remembered if I click back to the locked tab. For example, if my locked tab is C:\FolderA and I navigate to C:\FolderA\FolderB, then switch to another tab, then click on the FolderA later, I want FolderB selected because that's where I was last.
