"Linked browsing" does not always work

If in both panels we have the same folder, then if we start "linked browsing" - everything works fine.
If we have different folders in one drive (for example, "C:\Documents and settings" and "C:\Program Files") in active and inactive panels, then if we start "linked browsing", until we get into the same folder in both panels - "linked browsing" does not work.
Even more interesting is the situation when we open to different drives in panels (for example, "C:\123456" and "E:\123456"). If we start "linked browsing", in that case it works, despite the fact, that drives are different! We may simultaneously enter/exit such "identical" folders in different drives. When we go to other not "identical" folder, "linked browsing" stops working.
