When FC contains two panels and is split vertically and a file name cannot be fully displayed because it is too long for the current width of the file list window, you can hover the mouse over the filename and the full name is displayed in a pop up window/box.

This works great for the left panel but if FC is full screen and you hover the mouse on a filename in the right panel the popup box extends past the edge of the screen and the full filename still cannot be seen.

Could the popup box be moved to the left (right justified) so that the full filename can be viewed in this case?

Confirmed, I always used F2 to see the invisible part of the file, but actually, it is a bug, you are right.
