Restore Files from Sync Folder Operation

I tried to sync files on my laptop with those and on network drive. The files on my laptop were current and wanted to update files on network drive.
Apparently, I did the opposite. There aren't any files in Recycle Bin. Are the files deleted , permanently? Thanks.
