621 Droping a file on favorite tools or in another prog

Hi
Issue
I have a few programs especially file editors in my favorite toolbar.
But when I take a file from the file list and drop it onto an editor icon nothing happens: I get a green "+" sign but nothing else. The program doesn't start.
I also noticed that even if another program is opened, draging and droping a file from FC file list wouldn't open the file.
What am I missing?
Environment
New computer, windows 8, FC621 portable.
Settings file/folder operation : drag from tree (checked) drag from list (checked)
The "blocking transfer" doesn't exist on my version ...
