recycle bin opens by explorer

Open "desktop" folder (the most upper folder)
Open "recycle bin"
Try to access upper folder - "recycle bin" opens by windows explorer.

Confirmed in FC XE 647
Open "Desktop" in FC XE. Try to open "Recycle bin". It is opened fine. Now try to go back to "Desktop" with Enter key or mouse double click on [..] element. "Recycle bin" is opened in Explorer instead.
The only way to go back to "Desktop" is to use Backspace.

Fixed in FC XE 648 (not released yet)
