Don't know if this is a bug or not, if it's the FC issue, but it's strange...

EDIT: First item shows the control panel items within the panel, second item shows the control panel in the new explorer window.

FC 689 x64, Win7 x64, default settings.

If it's a bug, I hope it doesn't get fixed, as I like this behavior.

I don't use this "path", so for me it's not important, perhaps the name could be changed to "Control panel (new window)" or "Control panel (explorer)".
