Splitter for single view

Hello, i would like to have the Splitter, which is available to the Dual Panel view, active in a single panel.
Such Splitter, or Vertical Bar is usefull for placing extra commands/buttons.
Here is a picture of how i thought it to be:
im using FC like this, but it is actually dual panel, which i would like to remove completly.
