(Moved) "cannot create target folder" - Cannot drag to drive

(Moved here since I am using the donor version) I am setting up a Windows 10 Dell Inspiron 3558 laptop.

RarelyI can drag and drop to the drive bar without error messages. Usually I get the error "cannot create target folder (v:\ or other letters)" But I can always copy and paste using file Explorer. It is not just drag/drop - also just clicking on a network drive (IT ALSO HAPPENS WITH POWERDESK SO i SUSPECT IT IS WINDOWS 10 QUIRK I HATE....)

I tried SETTING > NETWORK > LOAD NETWORK IN BACKGROUND PROCESS ON PROGRAM START UP. - doesn't seem to load mine. I have to click on the drive "1" for all networks to load and then drag to that panel. I would like to drag to the drive bar on top.

Any suggestions?
