BUG 801 - Select by dragging and stickie keys bugs

When I have these two settings enabled below then the drag to select and then drag back on itself doesn't deselect the items.

Confirmed, but I'm not sure if it's a bug, or just the NC mode behavior.
Workaround - just click the free space to deselect, or use a toolbar button to toggle select/deselect.

IDK, I think this isn't how it should behave.
I'll leave this in Mareks' capable hands.
