When a graphic file like JPG is of size like for example 1500 x 2000, then there is no problem. But when a file is huge like 7500 x 10000, then I do start up at seeing full picture - but after zooming in, I can later on zoom out by using using keyboard shortcut defined at
Tools > Define Keyboard shortcuts... > Command > Zoom out
only to a state of seeing around half of the picture, while when using Mouse Wheel to seeing almost full picture
So firstly: keyboard method is inferior to mouse. And secondly: even that better one would need to have some adjustment made, so that the user could get a full view of content like in case of relatively small files
For that latter issue maybe FC could take into consideration size of file - and then automatically turn on additional decremental steeps, allowing to going from e.g. 4% to 2% and then to 1% and 0.5%?

This does seems to be not happening anymore in Build 946 64-bit Donor Portable
