Drag-And-Drop to Tree Sometimes Doesn't Work

When I drag a file from the list to a folder on the tree it usually works—the file gets moved. But sometimes the file icon changes to a shortcut icon and releasing the icon onto the tree doesn't result in the file getting moved. This happens intermittently and I can't reproduce it consistently.
