Purchasing Multiple Licenses

Hello, we are looking to purchase licenses for multiple users under a single payer. Is this best done as multiple payments or can a single 5x license package be distributed amongst users for individual downloads?

There are no statements in 64-bit rules about the license packages. Only that passwords cannot be shared, while access is tracked across IP addresses.
