Editing "Favorites" toolbar problem

I'm not sure if this is a bug, or just the way the FC interface is designed, and I couldn't find any documentation.

A New Feature in v 2009.02 is "possibility to create multiple Favorites (custom) toolbars". This is so great, I can have the FC internal commands in exactly the sequence I want, instead of on the default toolbars.

The only way I have been able to use the Add COMMAND feature is if I go to menu Extras, Favorites Toolbar, Edit. Then I can add or edit buttons, and the Command button offers an arrow to be clicked that shows the list of commands I can assign to the button. This works perfectly.

But ---- If I go through the main Settings dialog, Toolbars, and click the Favorite Toolbar icon at the bottom of the page; or if I right-click toolbar, and select Customize, and click the Favorite Toolbar icon at the bottom of the page ----- when I go to add or edit a button, the "Command" button is there, but without the arrow. (The Program and Folder buttons still work as normal.)

This behavior is the same in XP Pro, and in Vista Home.

I un-installed and re-installed 3 times before I figured out that it matters how you access the editing dialog. :-)
