586 - lock toolbars various bugs

I. "Lock toolbars" gets unselected
- define some custom favorite toolbars
- RMB to "Lock toolbars"
- RMB customize action toolbars
- click "Show captions"
-> "Lock toolbars" gets unselected


II. favorite toolbars position changes, although "Lock toolbars" is selected
- define some custom favorite toolbars
- place them with some space in between
- RMB to lock toolbars
- restart FC
-> toolsbars are aligned to each other, space in between is gone

issue #2 is not fixed, it took me quite some while to figure out why, so please fix, this bug really bugs me.

to reproduce do as described and be sure to check
"integrate favorite toolbars with action toolbars"


then rearrange, lock your favorite toolsbars and restart:
